What level should I be to do the break of dawn Skyrim?

You need to be level 12 or higher before you can attempt The Break of Dawn. You must also collect Meridia’s Beacon (this can be found in the cave in “Ill met by Moonlight”, but it isn’t the only place). You can start this quest by visiting the statue of Meridia.

What level should I be to defeat Malkoran?
I killed him at level 14 by using the scroll Call to Arms. I lured the shades to the stairs and killed them and then I used resit cold and killed Malkoran with the dwarven sword of consuming. I also made sure to quicksave and use plenty of potions during the battle.
How good is Dawnbreaker?

I had been stuck in the sky from The Break of Dawn quest once before as well. If you look at the above link, it’s actually a common Skyrim bug itself. The USKP patch fixes it. I haven’t had another “floating forever” encounter after putting in USKP. If you don’t already have them, you may want to try those Unofficial patches.

Bugs You can obtain a duplicate Dawnbreaker by knocking it off of its pedestal with an area-of-effect spell during the battle with Malkoran. Retrieve the sword on the ground prior to the sword in the stand to keep both. This bug is fixed by version 4.1.3 of the Unofficial Skyrim Special Edition Patch.
How do I get to Solstheim from Skyrim?
If you are in Skyrim, you will not receive a quest marker pointing you to the quest location, but must travel to Solstheim first (at which point any quest markers you have to quests in Skyrim will disappear).
